Joseph Leroy Ruiz, 37, a kidnapping suspect with a criminal history, lives near his 11 year-old female victim, and his attempted kidnapping at 43rd Avenue and Peoria in Glendale, Arizona was captured on surveillance video. The fifth grade girl was walking on her way to school

His criminal history includes stabbing his mother in the neck.
